In this article, we consider the growing challenges for NATO in countering a series of attacks on pipelines and cables in the Baltic Sea and the dangers posed by merchant ships of the Russian ‘shadow fleet’.
The frontline under the Baltic
Shortly after leaving a Russian port In October 2024, a Hong-Kong-registered vessel, the MV New Polar Bear dragged its anchor across the seabed, breaking the Baltic Connector gas pipeline between Finland and Estonia. A subsequent investigation by the Chinese government found that it was “an accident caused by a storm”.
Since the destruction of the NordStream pipeline in September 2022 there has been increasing concern about malign underwater activity. Following the October 2024, incident, the Joint Expeditionary (JEF) nations agreed to activate a ‘Response Option’ and the UK’s rather overplayed action was to announce that “a task force of six RN ships and an RFA, supported by an RAF P-8A Poseidon will patrol the seas around northern Europe”. In reality, most of these assets were already at sea on other duties and nothing more was heard about the activities of the ‘task force’.
On 18th November 2024, the C-Lion1 communications cable connecting Finland to Germany was severed followed soon after by the BCS East-West Interlink connecting Lithuania with Gotland Island in Sweden. A Chinese-registered vessel, the bulk carrier MV Yi Peng 3 was strongly suspected of causing the damage and held at anchor in the Kattegat by Danish authorities for several weeks. Without firm evidence, the ship was eventually allowed to proceed.
On Christmas Day the Estlink 2 Power Cable and 4 telecoms lines between Finland and Estonia were broken. The circumstantial evidence that the tanker MV Eagle S dragged its anchor over the cables deliberately is overwhelming and Finnish authorities have detained the vessel and recovered its anchor from the seabed with the help of Sweden. The respected shipping news site, Lloyds List Intelligence reported the same vessel had previously been discovered carrying electronic and signals intelligence-gathering equipment and operators but this has not been substantiated by any other authoritative source.

The anchor-dragging antics of these vessels are clumsy and bizarre to say the least. Anchor chains and windlasses are not intended to withstand the forces generated by being towed behind the ship at up to 10 knots. Anchors are designed to snag the seabed and unless the bottom is uniformly sandy or muddy there is every chance the anchor would catch something and the chain would quickly part. With the anchor run out from the hawse pipe at the bow, this ‘evolution’ could also damage the ship or make it hard to control.
Despite the difficulty and crudeness of this means of sabotage, seabed surveys seem to confirm that something has been dragged along the seabed for many miles before the cables were cut and the ‘lost’ anchors have been subsequently recovered. Towing a cable-cutting device from the stern would seem to be a less hazardous and more effective way to do the damage.
The perpetrators have carried out this activity with their AIS active, allowing the ship’s course to be replayed by anyone with an internet connection. If these attacks are intended by the Russians (and the Chinese) to be ‘deniable’ they are fooling no one. In reality, this is Russia signalling its ability to harm CUI at will and is part of a much wider campaign of escalating ‘grey zone’ actions designed to test NATO reactions and destabilise nations supporting Ukraine in the existential war against authoritarianism.
The shadow fleet threat
The MV Eagle S is part of a dangerous ‘shadow fleet’, now numbering about 1,000 vessels, mostly ageing tankers with anonymous ownership structures involved in transporting sanctioned Russian oil to unscrupulous customers in Asia. As is typical of these ships, Finnish authorities inspecting the MV Eagle S identified as many as 24 discrepancies relating to safety, oil handling, emissions, waste management, malfunctioning navigation lights and inadequate firefighting plans or equipment.
The state of these ships is worsening as Russia gets more desperate and cuts corners on maintenance. Several have suffered propulsion failures, and it is only a matter of time before there is a major environmental catastrophe. German authorities recently had to rush tugs to assist a shadow fleet tanker MV Eventin carrying 99,000 tons of oil that broke down and was adrift in bad weather off the island of Rügen. In mid-December 2024, two small Russian tankers carrying oil products broke up and sank in the Black Sea during a storm, causing a significant ecological disaster. A Russian merchant ship, the MV Ursa Minor also suffered an engine room explosion and sank in the Mediterranean on her way to deliver new cranes to the naval base in Vladivostok. Although the Kremlin claimed it was “an act of terrorism”, this casualty was most likely the result of shoddy maintenance practices.
The risks presented by the shadow fleet are not just an issue for the Baltic region but a serious concern for the UK and the wider world as these rickety ships regularly ply the English Channel and global shipping lanes beyond loaded with thousands of tonnes of crude oil.

Crafting a response
In February 2024 NATO set up the Maritime Centre for the Security of CUI within NATO’s Maritime Command (MARCOM) at Northwood, UK. In January 2024, the UK-led Joint Expeditionary Force (JEF) activated Operation Nordic Warden. This is essentially an AI-enabled tracking system designed to provide early alerts of suspicious activity. To be effective, Nordic Warden needs real-time intelligence inputs gathered from a number of sources including satellite imagery, naval patrols, underwater sensor arrays, AIS and OSINT observations.
On 30th December NATO announced that it is strengthening its presence in the Baltic Sea by deploying about 10 additional vessels to guard critical underwater infrastructure. These ships are expected to remain in the Baltic Sea until April, acting as a deterrent against further potential sabotage. So far the UK government has not confirmed if this will include any Royal Navy vessels or RFA proteus, the majority of the ships deployed are likely to come from the Standing NATO Maritime Group One (SNMG1) currently under the command of the Dutch Navy. Dark fleet vessels and ships departing from Russian ports can expect to be very closely monitored.
JEF nations could close the Baltic to these vessels or arrest ships failing to comply with international maritime standards. This does carry some risk, potentially undermining a key principle of the freedom of maritime trade, which underpins the world economy. If there is no longer trust that ships carrying the goods will arrive safely at their intended destination, then globalised trade will be severely compromised.
Finland’s decisive action in impounding the tanker MV Eagle S will impose significant costs on its owners, (a faceless company based in the United Arab Emirates). The Finnish authorities have brought criminal charges against the owners and are investigating suspect crew members. The United Nations Convention on the Law of the Sea (UNCLOS) does allow for stop and search of vessels conducting ‘innocent passage’ in territorial waters on the grounds of reasonable suspicion it is involved in illegal activity.
This action may create a deterrent to further sabotage attempts but the Russians (and Chinese) are unlikely to give much time to the finer legal arguments around the UNCLOS and could potentially respond to their ships being stopped with naval forces. For Putin, the revenue derived from the oil carried by these ships is pivotal to his ability to continue the war in Ukraine. At the very least there could be a spate to tit-for-tat actions, stopping ships owned by their perceived adversaries on trumped-up pretexts.
It is instructive to remember that when the Royal Navy seized a sanctioned Iranian tanker off Gibraltar in 2019 it was only a short time before the IRGC tried to take a British Tanker in the Persian Gulf. They were deterred by the actions of HMS Montrose on the first attempt but succeeded in capturing another vessel a few days later.
The growing hybrid threat demands a sophisticated and multifaceted response that combines diplomatic pressure, economic leverage, and enhanced maritime surveillance. NATO and JEF maritime authorities need to invest further in vessel tracking tools, further strengthing international intelligence-sharing protocols, and robust legal frameworks to prosecute maritime infractions.
European countries could take less direct action against sabotage and the shadow fleet by placing tough conditions on the use of valuable maritime infrastructure, subject to strict compliance and ship flag verification to create financial economic incentives for responsible maritime behaviour. Coastguards could actively detain uninsured or unsafe vessels and work more systematically to expose and dismantle Russia’s expansive dark fleet.
NATO has a concentration of force in the Baltic, blessed with geographic advantage and the JEF construct reasonably unified against the Russian threat. However the UK and the wider alliance is still generally under-resourced, underprepared and so far, lacking a coherent strategy to deter and respond to ‘sub-threshold’ attacks, especially if they spread beyond the Baltic. The Russian playbook could easily be adapted to attack infrastructure in the North Sea, Irish Sea and beyond. The Russians also have much more sophisticated military means to interfere with CUI using dedicated SBW platforms including submarines and submersibles that would be much harder to detect and deter.

Trouble with that is that you could have the same effect for less cash by swapping the 30mm -> 40mm and have change for plenty of reloads. It is a lot easier to make 40mm rounds than missiles!
The effective range isn’t that much different that it is worth the effort. OK, with 40mm, at range, you need a few rounds to be sure.
No, when Ancilia was first revealed it was noted that the decoy rounds are very similar in dimensions and shape to the Martlet tube, and are open at the back as if for a missile exhaust. Hence, some of us (myself included) started speculating about whether a “universal defensive system” could be built to accommodate both missiles and decoys.
However, it got shouted down by a few people, notably Gunbuster, who decided that the fire control systems and sensors would make the modifications not worth the effort.
If you wanted to fire Martlet there are better ways to do that rather than making a relatively cheap system very complex and very expensive.
If you have things that go bang you need people qualified to deal with things that go bang etc etc.
I’m not sure that Martlet offers a lot more for ship defence than a 40mm cab.

Yes it is sad. We had lots of quality discussions here whilst naively believing we actually made a difference in MOD policy but in reality and in all honesty, nothing said here in the comments section, is ever going to “Save the Royal Navy” even the site name was changed.

It’s a tricky one. Actually I don’t think it has much to do with cables. It is more about drawing the west into denying Russia freedom of navigation so Russia (and by extension) China can justify doing similar themselves elsewhere now and in the future.
The USN and NATO navies down the years have used exercising freedom of navigation down the years as a political tool. Defender did this in June 2021 off Crimea

Freedom of navigation is the exercising of the principal in maritime law that any ship of any ship is free to navigate international waters: Article 87(1)a of the 1982 United Nations Convention on the Law of the Sea (UNCLOS). So if we stop freedom of navigation exercises then UNCLOS is already meaningless.
HMS Defender was sailing in Ukrainian territorial waters, which is completely different. Ukraine had no issue with this, only their Nazi neighbour objected.

But in the short term Russia wants to isolate the Baltic and create internal division using the ethnic Russian minorities.
These Russo/Chinese Baltic hybrid operations and the Houthi/Iran Red Sea operations are just a taste of what the Axis Powers have planned for the next global conflict.
All lines of communication will be attacked, surface and subsurface, heavy use of auxiliary platforms and drones deployed from them.
Energy as priority target, cables and pipelines subsurface, tankers on surface.
Suez and Panama closed for allied naval movement.
Mass deployment of seamines, again auxiliary platforms in a major role.
First objective is to force Allies using convoys by asymmetrical tactics, second objective is to strike those convoys by massed drone, cruise missile and ballistic missile attacks.
Russia knows the Baltic is a NATO lake. They know they don’t have the assets to do as you say. Russia dominates the world island. If the Baltic and Black Sea is cut off it matters little to them. Western Europe is interested in Russia, but Russia isn’t interested in Western Europe.
Russians are interested in Northern Europe and Arctic, Western Europe seems interested in postmodern dung and narcicism in general.
Russians want to control the eastern coast of the Baltic Sea, Gulf of Finland, Barents Sea, northern coast of the Black Sea and Danube mouth.

FFS close the Baltic down. Norway, Denmark, Sweden & Germany control the only exit. There is only Russia to complain (everyone else is now NATO). Turkey closed off the Black Sea & despite complaints, it’s working. Yes they let civilian traffic through, but cutting undersea cables during peacetime sounds rather like piracy (letting nation states off in the short term). There is I believe international law regarding piracy & the outcome (depending on jurisdiction) can be rather harsh. International law of the sea only applies to nations that accept it & as shown in the SCS, some don’t. The more politicians fudge around the periphery, the higher the costs go. Putin knows he can’t win against NATO & several non NATO states are not to be taken lightly. Why is NATO (or should that be EU?) on the back foot here.

Russian warships don’t really have anywhere to now and some are effectively stranded off Syria so I guess their options are rather limited. Subs and Civilian ships.

It’s a transportation system. It is rather like saying rail lines in Scotland go nowhere to say it ends in dead ends.
The Caspian Sea is a route to the Gulf via Iran. The produce of the Donbas doesn’t need to leave via the Black Sea. It means that Russia can place small surface combatants into the Gulf of Finland to defend St Petersburg if needed. It is a useful system for them.
The reason why Karakurts and Buyan-M have deep VLS systems is because the Russians realised that missiles launched from ships were not covered by the INF.
The Syrian ships when they leave will just go through the Med back home. The US can’t say China is wrong in the South China Sea and then deny Russian ships free passage through international waters.
The Copenhagen Convention of 1857 makes the Denmark Straits open to international shipping.
However the alternative exit from the Baltic to the North Sea, the Kiel Canal, is purely under German control. The question has to be asked why this hasn’t been closed to Russian tankers.
Not everyone sees Russia as the greater threat. You need to learn to be open minded and use the internet, it’s all there if you can be bothered to look.

I was wrong about the Danish Straits, its classed as international waterways open for all.
The South China Sea and Strait of Taiwan are also international waterways open to all.
They are international waterways not straits within the territory of others which are de facto international waterways
Example of Dover Str -Pas de Calais. its 18mi at narrowest so is entirely in territorial waters of two countries. And they regulate the through traffic for safety

Surely the geography of Denmark allows some pressure to be brought onto the “Shadow” oil tanker fleet — safety / navigation / insurance / maintenance all available to allow some sort of “pull over” by the Coastguard?
